Welcome to the Hartley Wintney Parish Council web pages where you may be expecting to find nothing but a list of Councillors' names, addresses and phone numbers, meeting agendas and numerous pages of dry meeting minutes.   

Well the information’s all here but knowing most people’s impression of a parish council, we’ve tried to dispel the myths which surround this, the most important level of local government, and introduced a less formal approach. 

The Council was formed in 1895 and has played, to a greater or lesser extent, and active part in the life of the community village ever since; today the Council comprises twelve members who represent a cross section of parishioners.

The Parish Council meets on the first Monday of each month (unless it’s a Bank Holiday, then the meeting is moved back a week) in the Lady Kaye Meeting Room adjacent to the Appleton Hall.

Its meetings are open to members of the public who, although not permitted to take part in discussions, may be invited to address a meeting on a specific issue.  Meeting agendas are displayed on the High Street notice board.  

A committee of one gets things done; a committee of two finds things to do;
A committee of three will wait and see; a committee of four deliberates more;
A committee of six will fix; a committee of seven isn’t heaven;
A committee of eight will debate; a committee of nine wastes time;
A committee of ten convenes again; a committee of more is an endless bore.

It’s not new but it’s true, the bigger the committee, the longer it takes to make decisions.  Six years ago the Council discontinued its practice of discussing all committee matters at Council meetings and its work is now primarily undertaken by four Standing Committees, with their decisions being ratified, as necessary, by the full Council.

The Parish Council is the first level of three tiers of local authority but its role is limited; many of the issues which concern parishioners are the responsibility of the district and county councils.
 
Hart District Council is responsible for the local Commons, refuse collection, local recycling, street cleaning, public toilets, Community Charge matters, off and on street parking, local planning issues, Conservation Areas, tree protection, public space closed circuit television and is based at:

But the Council is not just about its Councillors; its administration and work is implemented by a team of staff, contractors and volunteers who all contribute to the fabric of the community.

Firstly there is its Clerk, Pat Vaughan, often mistakenly referred to as Miss, Ms. or Mrs. Vaughan.  Contrary to popular myths that he was found at an early age wandering West Green Common where he had been adopted by a posse of rogue squirrels, Pat was born in 1950  - and still resides - in a cottage overlooking the Cricket Green.

He survived an apprenticeship with the Property Services Agency, moved successfully into the realms of self-employment but with the decline of the construction industry, sought refuge with the railways, joining the LT&S Railway as a project manager in 1991.  He remained with the railways until taking voluntary severance from Railtrack in 1996.

Pat served on the Council for six years in the mid seventies and re-joined in 1991, resigning in 1998 to take the post of Unpaid Clerk for a year.  He applied for the salaried position to which he was appointed in April 1999 when he was also engaged as the Council’s Environmental Projects Manager.

As a Councillor, Pat was primarily responsible for initiating the Council’s Environmental Initiative and more recently the Community Orchard Project and although primarily interested in its environmental elements, he takes an active part in all aspects of the Council’s work.

Bon viveur, wine connoisseur, raconteur, wit, creative genius – Pat is none of these but makes a fair job of the tasks his post requires and the many others he undertakes.

No organisation can operate successfully unless its finances are well looked after and with Eric Shimmin as its accountant, the Council and the parishioners of Hartley Wintney can rest assured that every last penny is in safe hands.  

A retired accountant who worked for a number of ‘blue chip’ companies, Eric was appointed in June 1996 and brought with him levels of financial control and discipline few similar authorities enjoy, allowing Councillors and Parish Office staff to concentrate on other aspects of their work knowing that the financial well being of the Council is assured with this canny Scotsman. Eric is a member of the Rotary Club of Hart, organisers of the Village Festival, and his close connection with the Council has resulted in it providing increasing support for this annual event.  Always ready to provide advice on all matters, financial, he is an essential member of the Council team.

 

When he first answered an advertisement in a local newspaper in August 1995  for a temporary skilled forester, Mark Hazell could have had no idea of what his successful interview would lead to.  Although he had worked with the Council on previous occasions, this contract led to Mark becoming an almost permanent fixture with the Council.  

For those who don’t appreciate the range of Mark’s work, it’s easy to underestimate his value to the Council, and hence the community.  With diverse talents which allow him to undertake any task he is called upon to perform, Mark’s value to the Council is evident in the descriptions of completed and current projects.  He provides the Council with an enthusiastic resource and there can be few local authorities able to boast such a contractor. His family has long connections with the Council; 100 years ago Mr C Hazell received 16s.3d. (about 81p) for ‘Clearing Commons’.  He must have made a good job, he received the same amount three months later.

A face less well known face is that of John Cox who joined the Council team in November 1995 and is responsible for inspecting the Council’s three play areas and the Trevor Jones Buildings.  John carries on with his work cheerfully and reliably, turning out to address a problem whatever the day or time, and despite the thankless tasks these can be when the local vandals have been busy, he works conscientiously without complaint.

It’s easy to lose sight of the importance of resources like John, who fits in his work for the Council around his own business and only visits the Office when necessary but for those ultimately responsible, the knowledge that there is someone as reliable as John keeping a weather eye on the Council’s property is extremely reassuring.
