The Parish Council's Role

Many people misunderstand the role of the Parish Council.  There are two sorts of parishes whose boundaries do not always coincide.  These are (i) the Ecclesiastical Parishes centred on an Anglican church with a parochial church council and Parish Council (Civil Parishes), which are part of local administration.

Hartley Wintney Parish Council endeavours to safeguard the interests of the community.  This is achieved in a variety of ways including monitoring services carried out by District and County Councils, representing views of parishioners to other authorities, supporting and liaising with local clubs and organisations,  protecting its environment,  sustaining and developing community spirit, recognising parishioners and volunteers who contribute to the fabric of the village, promoting local business.

The Parish Council is the first level of three tiers of local authority but its role is limited; many of the issues which concern parishioners are the responsibility of the district and county councils.  

Hart District Council is responsible for the local Commons, refuse collection, local recycling, street cleaning, public toilets, Community Charge matters, off and on street parking, local planning issues, Conservation Areas, tree protection, public space closed circuit television and is based at:

Hampshire County Council
is responsible for highway matters (including pavements), estate lighting, road salting, road signage, registered footpaths, mineral extraction and waste disposal policy, strategic planning issues

Victoria Hall Complex

Because the Parish Council Office (above Appleton Hall) is situated within the Victoria Hall complex, many people assume that we are responsible for the halls' administration.  However, the halls are managed by the Victoria Hall Charity and for information about facilities at these buildings or events held in them, please contact the Halls' Administrator, Jan Philips on 01252 84 4876 or email her at admin.victoriahall@googlemail.com
